Thua Thien Hue improves industry promotion

(VEN) - Thua Thien Hue Province has failed to achieve desirable results in industry promotion due to a lack of finance and human resource shortcomings to cover a large number of local industrial bases.

According to Deputy Director of the Thua Thien Hue Department of Industry and Trade Le Tu Dung, the province annually disburses from VND1.2-1.5 billion on industry promotion while local people’s committees also fund from VND45-50 million per industry promotion project. Since 2008 the national industry promotion program has provided funds of VND0.8-1 billion on an annual basis.

The funding has encouraged local industrial bases to develop while helping the province promote vocational training for 500-800 rural workers and implement about 20 rural industrial projects related to wood-working, copper casting, embroidery and brocade weaving annually, contributing to the restoration of local craft villages.

The provincial industry promotion funding has been appropriately allocated. For example, the national industry promotion funding has been used to support vocational training, trade fair participation, market development and sales while the local industry promotion funding has been used to support local industrial bases to improve their production capacity. Some of local industry promotion projects including sesame peanut candy production, unbaked brick production and cajeput oil production have proved successful.

The province currently has about 15,600 small-scale or very small-scale rural industrial bases which are faced by difficulties in finance and management capacity. In addition, its industry promotion center has only eight staff members, just a half the national average, said Le Tu Dung.

Recognizing these issues, the Thua Thien Hue Department of Industry and Trade has taken solutions to improve local industry promotion including adjusting local industry promotion regulations to Decision 45/2014/ND-CP, enhancing local industry promotion propaganda, preparing projects for the improvement of current industry promotion branches and establishment of two industry promotion branches in the north and the south of the Huong River. In addition, it has also piloted an industry promotion staff model and coordinated with related agencies to boost local industry promotion base links, set up craft associations and develop industrial parks and clusters.

The department is finalizing local industry promotion legal documents, and drafting local industry promotion regulations for the 2016-2020 period and trade and industry business funding management and use rules to submit to the Thua Thien Hue Province People’s Committee for approval. In addition, it has proposed to the provincial committee to approve a voting plan for provincial rural industrial outstanding products in 2015.
