Thermal Power Project Management Board 3: Optimizing resources and ensuring progress

(VEN) - The Thermal Power Project Management Board 3 is committed to optimize resources and ensure the progress of all assigned projects, especially the Duyen Hai Power Center projects with a target of producing 500 million kWh for the 2015 dry season.

Many projects have completed the progress

According to the Thermal Power Project Management Board 3’s report, the unit invested VND16.1 trillion for the Duyen Hai Power Center projects, equal to 140.78 percent of the approved plan.

The Duyen Hai Thermal Power Plant successfully put electric current into transformers in order to serve a test of the Duyen Hai 1 Thermal Power Plant on July 6, 2014. In particular, the first turbine unit of the Duyen Hai 1 Thermal Power Plant completed assigned criteria on December 12, 2014 and was connected to the national power grid on January 31, 2015. In addition, the Thermal Power Project Management Board 3 has cooperated with the Vietnam National Coal-Mineral Industries Holding Corporation Limited (Vinacomin) to supply coal for the Duyen Hai 1 Thermal Power Plant at the experimental stage and has deployed a power purchase contract with the Vietnam Electricity (EVN).

The Duyen Hai 3 Thermal Power Plant is accelerating the progress to be put into experimental operation by the end of this year. In 2014, the Duyen Hai 3 Thermal Power Plant prepared procedures for selecting contractors, signing an engineering, procurement and construction (EPC) contract and kicking off the construction of the expanded Duyen Hai 3 Thermal Power Plant.

The Duyen Hai Sea Port project has also completed a number of main works to be ready for supplying HFO oil and coal serving the experimental stage at the Duyen Hai 1 Thermal Power Plant.

The Thermal Power Project Management Board 3 is a member unit of GENCO1 under EVN and is responsible for managing all projects ranging from investment and construction to putting into operation in accordance with the current regulations of the state and EVN.

Under the directions of the EVN and the Power Generation Corporation 1 (GENCO1), all the Duyen Hai Power Center projects have been arranged corresponding capital and loans, contributing to ensuring the progress for all projects.

Optimizing costs

The Thermal Power Project Management Board 3 set out the two main goals of optimizing costs and providing power generation by the Duyen Hai 1 Thermal Power Plant as well as improving efficiency in investment and construction in 2014. As a result, the Thermal Power Project Management Board 3 saved VND33.399 billion from competitive biddings.

Thanks to the rationalization of construction items, the unit also saved about US$28 million, including nearly US$25 million and more than US$3 million for each EPC contract of the Duyen Hai 1 and 3 Thermal Power Plants, respectively.

Despite the difficult economic situation in the country, the unit has maintained jobs and wages for workers in accordance with labor productivity. In particular, the unit has paid special attention to the development and training of human resources.

Ensuring power generation

Since the beginning of this year, the Thermal Power Project Management Board 3 has implemented the assigned tasks, including promoting investment, ensuring the progress of projects and strictly controlling operations of thermal power projects.

The unit aims to continue optimizing all resources and producing 500 million kWh for the 2015 dry season. In addition, the unit is striving to complete the experimental stage at the Duyen Hai 1 Thermal Power Plant and will grant temporary acceptance for the first and second turbine unit of the Duyen Hai 1 Thermal Power Plant on July 26 and September 26, 2015.

The Duyen Hai 3 Thermal Power Plant, the expanded Duyen Hai 3 Thermal Power Plant and the Duyen Hai Sea Port will also cooperate with relevant units to complete the assigned tasks for 2015.
