Thai Nguyen to set new rural criteria for 2020

(VEN) - Thai Nguyen Province claims to have completed the new rural area construction program criteria for the 2011-2015 period and has adopted plans and targets for the next period.

A ceremony to honor communes meeting new rural area construction program criteria

Thai Nguyen Provincial Steering Committee for the New Rural Area Construction Program said that 42 communes would achieve the new rural area construction program criteria this year, exceeding seven communes slated to complete the targets in the plan following the resolution of the 18th Thai Nguyen Province Party Congress.

Some criteria have achieved high rates such as planning, post offices, employment, health, power and security.

The new rural area construction program has proved its efficiency thanks to a consensus between the local government and local communities. Socioeconomic development, economic growth and budget revenues have completed and exceeded set targets. Therefore, the province is in a position to spend more on rural agriculture.

The program has been seen as a key task for the province’s leaders. The province has also devised some mechanisms and regulations, such as a cement borrowing mechanism for rural infrastructure construction. The province has provided VND2 billion per year per main commune and VND600 million per year to other communes since 2013 and allocated VND7 billion to support the implementation of central production models and the application of advanced technology to bring greater economic efficiency since 2015.

Thai Nguyen has also promoted the simplification of investment and payment procedures and encouraged the donation of land for rural infrastructure construction.

Thanks to these positive results, Thai Nguyen Province has adopted higher targets for the 2016-2020 period such as bringing the total of communes reaching new rural area criteria to 122 and districts to 8-9 by 2020.

To complete the targets, the steering committee has asked units to include new rural area construction in party resolutions, improve mechanisms and policies, allocate financial resources in a suitable manner and strengthen investment attraction in agriculture.

Improving of the efficiency of steering committees at all levels and enhancing the oversight of infrastructure construction, especially buildings using state budget is also necessary.

Thanks to promoting the implementation of the new rural area construction program, Thai Nguyen Province’s socioeconomic development, economic growth and budget revenues have completed and exceeded the set targets.
