(VEN) - The northeastern province of Quang Ninh aims to provide highly competitive support industry products, meeting about 30 percent of necessary demand for production by 2020, and 50 percent by 2025.

Priority to garment, engineering

The Quang Ninh People’s Committee has issued a development plan for the 2019-2025 period, with the goal of promoting the growth of support industries, particularly those in the fields of garment and textile and engineering.

Specifically, the province is focusing on developing support industry products of raw and auxiliary materials in order to meet the input demand of local garment and textile businesses. It is also planning to turn the province’s garment and textile support industry zone (on the basis of the Texhong Hai Ha Industrial Park) into a garment and textile support industry center for Vietnam’s north.

In terms of the engineering sector, the province is targeting improved capacity of casting, metal processing, thermal treatment, and metallurgy. It seeks to attract investment for a support industry zone specializing in manufacturing high-tech industrial products. Also in the works are plans to develop products serving the shipbuilding industry such as engines, chains and anchors, pumping equipment, gearbox, transmission system, interior equipment, steel components and wires, non-standard components, electrical mechanical products, and electric cables.

Two implementation phases

The implementation of the support industry plan will be divided into two phases. The first phase (from 2019 to 2020) will focus on five main goals. These include connecting and helping local support industry businesses become product suppliers for domestic and foreign customers, and strengthening investment promotion to attract multinational corporations, domestic and foreign businesses. An additional goal is for support businesses to apply management systems in order to meet the requirements of the global production chains in terms of corporate governance and production management. Plans include training high-quality human resources, and strengthening links between universities, research institutes and businesses; promoting research and development activities, and conducting technology transfer in manufacturing components, spare parts, and raw materials; and building and operating information pages about support industries.

After reviewing and evaluating the first phase results, the second phase (from 2021 to 2025) will continue to implement the tasks mentioned above.

To implement the support industry plan successfully, the Quang Ninh Department of Industry and Trade will chair and cooperate with relevant departments to compile a cost estimate for implementation and submit it to the provincial people’s committee for approval.

The province will use local budgets, such as industry and investment promotion budgets, provincial science and technology development funds, and funding support by the central government to carry out the ambitious plan. The province hopes to raise additional capital from donors, ODA capital, and other sources as prescribed by the law.
