(VEN) - Hung Yen Province’s Department of Science and Technology is a specialized agency which assists the provincial People’s Committee in state management of science and technology.

In the first half of 2022, Hung Yen Province’s Department of Science and Technology played an active role in issuing various decisions within its scope of state management functions. They included a resolution on registration of intellectual property protection and a decision approving Hung Yen Province's science and technology plan for 2022.

Given the country’s increased integration into the world economy, the protection of intellectual property (IP) rights for industrial property and agricultural production is essential.

The Department of Science and Technology has advised the provincial People's Committee on implementing IP programs, prioritizing the development of certification marks and geographical indications for specific and advantageous products.

So far, Hung Yen Province has supported the registration of intellectual property rights for 30 products as well as 12 certification marks, for example for Chi Tan-Khoai Chau turmeric, Khoai Chau banana, and Phu Cu early ripening lychee. It has also supported the registration of 17 collective marks including Van Giang bonsai kumquat, Dong Tao-Khoai Chau chicken, Van Giang orange, and more.

The management and development of the marks have contributed to the awareness of businesses and people regarding the importance of protecting the reputation and value of their products.

The markets for protected products tend to expand and prices tend to increase. This helps connect manufacturers and growers to major national programs, such as the National target program on building new rural areas and the One Commune One Product program. Many cooperatives have promoted the role of protected brands in organizing production and sale of their products, a development regarded as a breakthrough towards sustainable production and competition of local specialties, contributing to the province’s socioeconomic progress.

The science and technology sector plans to further strengthen state management in these fields, including scientific and technological tasks using the state budget and projects under the rural mountainous program deployed in the province.

It will also advise the provincial People’s Committee on building a database management system on science and technology in the 2022-2025 period, with a vision to 2030, and a project on “Investigation, assessment and development of environmental radioactive background dataset for socioeconomic development of Hung Yen Province”. Its other tasks include promoting administrative reform, effectively applying quality management systems according to national standards TCVN ISO 9001:2015 in the operation of state agencies and improving efficiency of public emails and digital signatures.
