Industry & trade officials speak about administrative reform

Tran Thi Phuong Lan, Deputy Director of the Hanoi Department of Industry and Trade: Hanoi is a pioneer in administrative reform.
In 2016, Hanoi has effectively implemented the program for removing difficulties for enterprises. The Hanoi Department of Industry and Trade is a pioneer in administrative reform. It is working hard to create the most favorable conditions for citizens and businesses.
The department recommended the Hanoi People’s Committee to issue a decision on making public 150 administrative procedures in the city’s industry and trade sector, which is enclosed with detailed guidelines.
The department has applied the ISO 9001-2008 quality management system. In 2016, the department has reviewed legal documents, adjusted the processes of handling administrative procedures in 37 areas, timely suggested changes and improvements in guidelines and formalities to create more favorable conditions for industrial production and trade.
In approaching the e-government target, the department has launched online public services of level 3, handled all of administrative procedure profiles before deadline or on time. Ninety percent of the surveyed said they are satisfied with the department’s performance.

In 2016, the Ho Chi Minh City Industry and Trade sector has been actively implementing vital programs, including diversification of investments in the market stability maintenance and improvement program, goods supply-demand connection with localities nationwide, administrative reform, and application of information technology in administrative management to create the most favorable conditions for businesses and citizens.
The “safe market” project was launched for the first time throughout the city in 2016. Under this project, the city has applied a pork origin verification program using the Te-food technology. This is the first project of its kind in Vietnam. It is expected to control origin of poultry, poultry products, vegetables and fruits, apart from pork in the near future.
In 2017, the city’s industry and trade sector will work to maintain the momentum of growth of industrial production, exports, trade and services. Strengthening inspection and control is essential to ensure fair and stable trade with focus on dealing with substandard, imitation and illegally imported goods, as well as other kinds of trade evasion. The sector should change management methods and regulations, especially thoroughly applying e-government, to maximize management efficiency and minimize unpleasantness of businesses and citizens.

Phan Van Kha, Director of the Da Nang City Department of Industry and Trade: Da Nang has increased satisfaction among citizens and businesses.
The city of Da Nang has for many years been rated as one of the best localities in Vietnam in terms of administrative reform. Continuing the 2016-2020 master program for state administration reform, the Department will further provide advisory assistance and consistently implement the following groups of solutions:
1) to promote the role and responsibilities of leaders in administrative reform direction, management and implementation;
2) to maintain and strengthen dialogues and meetings, receive and timely handle comments and proposals of businesses and citizens, and encourage citizens and businesses to provide state management suggestions;
3) to continue the one-stop policy to ensure all of administrative procedures are handled according to the one-door policy;
4) to increase the handling of public services of levels 3 and 4, ensure that all of administrative services will be provided at level 3 or higher levels by 2020 and increase the rate of citizens and businesses satisfied with the city’s administrative procedures to 98 percent;
5) to timely announce administrative formalities; and 6) to review, evaluate and suggest administrative procedure simplification plans to save time and reduce costs for organizations, citizens and businesses.

Hoang Van Quang, Director of the Ha Tinh Province Department of Industry and Trade: Ha Tinh has put in place key administrative reform solutions.
Ha Tinh Province’s industry and trade sector is promoting comprehensive administrative reform through realization of four key solutions:
1) to restructure and streamline the administration apparatus;
2) to simplify administrative procedures;
3) to modernize administration and apply information technology in the exchange of documents and settlement of administrative procedures; and
4) to reform institutions and improve plans and policies in order to create a favorable environment for business development. The department is gearing up to early apply an online one-stop system for handling administrative procedures.
The department has improved the ISO Steering Committee. The ISO quality management system’s documents have been approved and put into application. All of administrative procedures managed by the department have been synchronized with the ISO system. The quality of handling administrative formalities following the one-door policy has constantly improved to better satisfy citizens and businesses.
In the coming time, the department will implement regular review to find problems of administrative procedures (if any) in order to timely suggest solutions and better satisfy administrative reform demands.

Nguyen Duy Nhuong, Director of the Son La Province Department of Industry and Trade: Son La will make greater efforts to maximize business comfort.
As a northern mountainous locality, Son La is still facing difficulties in attracting investment. In recent years, the Son La Province Department of Industry and Trade has always attached much importance to administrative reform. The department has been implementing administrative reform following guidelines and directions of the government and the provincial People’s Committee to simplify and create the most favorable conditions for citizens and businesses.
In 2016, the provincial People’s Committee issued a plan for reviewing administrative procedures, directing the provincial Department of Justice to verify and submit for issuance of 33 new administrative procedures (to be managed by the provincial Department of Industry and Trade) and 10 other new administrative procedures (to be managed by commune, ward and township people’s committees), as well as abolishment of four administrative procedures managed by the Department of Industry and Trade.
Son La is continuing the one-door policy and making public all of administrative procedures, related fees and time schedules. Thanks to the above-mentioned solutions, in 2016, the Department of Industry and Trade handled 480 licensing profiles of organizations and individuals operating in different fields of explosive use, electric power, food safety, and trade in goods, among others.
The Department of Industry and Trade will be more active in administrative reform in 2017 to maximize citizens’ and businesses’ comfort.
