Hung Yen Land Registry Office promotes digitalization
In recent years, many projects and works have been implemented, while the demand for residential land of local people has also increased significantly. Since the beginning of the year, the provincial Land Registry Office has received thousands of dossiers related to the field of land use under its jurisdiction; it has issued more than 2,000 LURCs to households and individuals, for residential and agricultural land covering a total area of nearly 60 hectares; and renewed nearly 8,000 LURCs.
Nguyen Van Hung, Head of the Registration and Certification Division of the Hung Yen Land Registry Office, said: “Currently, the office has the authority to handle 11 administrative procedures related to LURCs that have been digitalized at level 3 and level 4, allowing people to send and receive the dossiers online. These services include re-issuance of certificate or appendix of lost page; registration and issuance of LURCs for the first time, certificate of ownership of houses and other land-attached assets; sale or contribution of capital with assets attached to the land leased from the State, annually paid for land rental.

To obtain these results, the Hung Yen Land Registry Office and its branches in districts, towns and cities have been applying a land record management system integrated with the province's online public services. Specialists can receive citizens' dossiers in digital form, and at the same time, transfer the files to relevant agencies for coordination. On the other hand, the office has been constantly improving the land database based on the connection between the provincial and district levels, allowing the officials to search and provide updated information for land users. Thereby, the office is gradually formulating a modern land registration system, improving the efficiency of land management, shortening the time to complete the procedures by 25-50 percent.
For instance, the use of Vilis software (Vietnam Land Information System) at the Hung Yen Land Registry Office and its branches, through scanning, storing records in the cadastral database, and rotating the records in the digitalized form has helped minimize the time to bring documents from branches to provincial Land Registry Office. As a result, the workload has been reduced by 50-70 percent.
Ta Doan Hung, Director of the Tien Lu District Branch of the Hung Yen Land Registry Office, said: “Previously, all documented dossiers had to be printed on paper and submitted directly to relevant agencies by the branch's specialists for coordinated verification, so it took a long time to send and receive. The Vilis system has enabled the digitized records to be dispatched immediately to the provincial Land Registry Office for approval, and the processing time has been shortened. Citizens can also use granted code numbers to check the results of administrative procedures. The time required to complete procedures for issuance of LURCs has been reduced by 3-5 days.
