Hung Yen hopes to become second-tier city

(VEN) - In 2009, the government issued Decree 04/ND-CP on turning Hung Yen Town into a city of Hung Yen Province, opening a new development period for the locality. The Party Committee, government and people of Hung Yen City have since been striving to turn it into a second-tier city by 2025.

Focus on socioeconomic development

As a political, economic, cultural and social center of Hung Yen Province, Hung Yen City plays a vital role and significantly contributes to the development of the province.

The city has achieved or exceeded many socioeconomic development targets. Resources have been mobilized for upgrading infrastructure and improving the lives of residents.

In the first half of 2022, the city’s socioeconomic situation showed positive changes. State budget revenue reached more than VND1.507 trillion, equivalent to 120.07 percent of the plan assigned by Hung Yen Province.

So far, eight communes of the city have been recognized as meeting the enhanced criteria for new-style rural areas, and four residential areas as exemplary new-style rural residential areas. State management of land and environment has been tightened. Transport infrastructure continues to be upgraded. Trade and services have shown progress.

The city has also paid great attention to education and training, culture, sports, tourism, and healthcare. Political and social security has been ensured. Sectors such as finance, banking, insurance, post and telecommunications have achieved good growth. Many areas in the city have seen the opening of new shopping centers and restaurants.

Hung Yen City has established a management board for the Pho Hien special national relic site, helping improve tourist services.

The city has achieved good results in the fields of cultural and social development. The quality of education has improved. Special attention is paid to social welfare policies, especially support for needy families and the ones with significant contributions to the nation’s revolutions. There are no dilapidated houses in the city.

Major goals

The Party Committee of Hung Yen City is determined to turn it into a second-tier city by 2025. The committee is providing guidance for effective implementation of Resolution 21-NQ/TU dated March 24, 2022 regarding Hung Yen City’s development in the 2021-2025 period, with a vision to 2045, issued by the standing committee of the provincial party committee. Specifically, the city continues to implement measures to prevent the spread of COVID-19; create favorable conditions for the development of the private economic sector and household businesses with priority for high-quality services; encourage large-scale production of commodities; tighten tax management, and accelerate the collection of unpaid taxes, focusing on tax debts owed by non-state businesses.

With the Red River and the Luoc River running through it, Hung Yen City is promoting tourism development and upgrading its infrastructure, striving to become a second-tier city before 2025.

Vietnam has two so-called tier 1 or “special metropolis” cities, Hanoi and Ho Chi Minh City. Hai Phong is being developed to reach this status in 2030. There are also some 20 localities classified as tier-2 cities, including Da Lat and Da Nang.
