EVN seeks to overcome delays in Ho Chi Minh City grid projects

(VEN) - In order to ensure safe and stable electricity supply for Ho Chi Minh City, the Vietnam Electricity (EVN) proposes that the city’s Party Committee and People's Committee direct the People's Committees of districts and related departments and sectors to continue supporting electricity project construction to speed up completion of city grid projects.

Obstacles

According to EVN's report, in the 2016-2020 period, the Ho Chi Minh City Electricity Corporation (EVNHCMC) and EVN secured safe and stable electricity supply for the city’s socioeconomic development and people's lives with annual average commercial power output growth of 5.39 percent.

EVN's General Director Tran Dinh Nhan said that this year, the total power interruption duration for each electricity user (SAIDI or System Average Interruption Duration Index) in Ho Chi Minh City is the shortest in the country at about 40 minutes. EVN and its member units have been mobilizing resources to upgrade the power grid’s back-up possibilities.

However, a representative from EVN also revealed there are obstacles resulting in delays of some important power projects and reduction of the city’s power backup compared to previous years.

At the Tan Cang 220kV substation project and the Ky Hoa and An Phu Dong 110kV substation projects, for example, there are problems related to procedures for handing over public land. Other projects face problems in land use plans related to the Government’s Resolution 80/NQ-CP on adjustment of land and power grid planning, site clearance and compensation.

Easing difficulties

Duong Anh Duc, Vice Chair of Ho Chi Minh City People's Committee said that although the city's political system has coordinated closely with the power sector in implementing power projects, some still encountered problems.

EVN's General Director Tran Dinh Nhan affirmed that the city’s Party Committee and People's Committee have fully facilitated the operations of EVNHCMC and other EVN units in the locality.

He nonetheless urged the city’s Party Committee and People's Committee to direct district People's Committees to continue supporting electricity units in the construction of approved electricity projects, and support EVNNPT and EVNHCMC in solving problems related to site clearance and compensation.

As for key power grid projects, EVN asked departments and sectors to support the corporation in alignment plans, handover of construction sites, and quick approval of administrative procedures in order to solve difficulties and accelerate local power projects.

During 2021-2025 period, EVN and its units will have to complete and put into operation eleven 500-220kV

grid projects; and other projects synchronous with 220-110kV grid projects with total estimated investment

capital of VND24.4 trillion.
