(VEN) - The Department of Industry and Trade of the Central Highlands province of Dak Lak has proposed amending and supplementing industrial cluster (IC) management and development regulations.

Dak Lak seeks improved industrial policies

Dak Lak has prepared plans for development of 20 industrial clusters on a total area of 1,120 hectares, eight of which are already operational while undergoing infrastructure construction at the same time.

However, according to the Dak Lak Province Department of Industry and Trade, the plan for each district to have one industrial cluster will not help bring into play its potential and attract investment.

IZ infrastructure in the province remains inadequate, and wastewater treatment systems need to be developed. Investment projects have not yet met the local industrial development orientation, with many operating inefficiently, while budget revenue collection from industrial clusters remains incommensurate with potential.

The problems are attributed, inter alia, to policy inadequacies. While a new regulation on IZ infrastructure investor selection has been issued, it remains problematic.

The provincial Department of Industry and Trade has proposed that the relevant authorities amend and supplement IC management and development regulations, including Government Decree 68/2017/ND-CP, in order to ease the above-mentioned problems and attract investment in industrial development. The changed and improved regulations and policies should revoke land use rights of delayed and or halted investment projects, and stipulate IZ infrastructure and land lease rates for specific cases.

Operational IZs in Dak Lak have attracted 166 investment projects totaling more than VND6 trillion in capital, leasing 225.5ha or almost 73 percent of the IZs’ total area (266.2ha).
