Creating jobs, caring for the needy
Rapid industrial growth in the recent period has generated stable livelihoods for many workers in Hung Yen Province and nearby localities. Dang Van Dien, Director of the provincial Department of Labor, Invalids and Social Affairs, said that synchronous measures have been taken to create jobs, contributing to minimizing the impact of COVID-19 on local residents’ lives.

Hung Yen has also maintained labor market connections with other provinces to facilitate recruitments. Employment consultation and recommendations have been diversified. The Hung Yen Province branch of the Vietnam Bank for Social Policies has coordinated with the provincial Department of Labor, Invalids and Social Affairs in preferential credit programs for rural workers and disadvantaged citizens. Most of the preferential loans were invested in animal husbandry, cultivation, traditional crafts and other business.
The province pays special attention to vocational training, especially in fields that attract workers, such as electrical repair, welding, and industrial sewing. The Hung Yen Employment Service Center has coordinated with vocational training facilities, such as the A Chau Vocational School, the Dong Do General College, and the Mecha Electric and Water Resources College, to train and supply quality human resources for businesses. The employment rate of trained workers in the province is high.
In the first half of 2022, despite the heavy impact of COVID-19, Hung Yen Province generated jobs for about 11,500 people, fulfilling 48.4 percent of the yearly plan, equivalent to 132 percent of the result of the first half of 2021. Of these, 955 workers received jobs abroad.
The department has also implemented social welfare policies. On the occasion of the 2022 Lunar New Year, provincial authorities visited and presented gifts to more than 177,000 people, including the elderly, martyrs’ families, poor and near-poor households, and other social policy beneficiaries. Total value of the gifts was more than VND66.96 billion (VND44 from the local budget), an increase of VND5.14 billion compared with the 2021 Lunar New Year.
In 2022, the Hung Yen Department of Labor, Invalids and Social Affairs responded to the Action Month for Labor Safety and Hygiene; granted work permits/confirmed work permit exemptions for 666 foreign workers, equivalent to 154.8 percent of 2021’s result; supported the province’s entry procedures for 203 foreign workers; and handled procedures for 3,600 beneficiaries to receive unemployment insurance benefits, up 0.02 percent compared with 2021. |
