Comprehensive solutions needed for sci-tech market

(VEN) - Vietnamese enterprises, especially those in the processing and manufacturing industries, are a dynamic sector contributing to the country’s economic growth, but their capacity to absorb technology is limited.

Promoting demand

According to the Ministry of Industry and Trade (MoIT), the science and technology (sci-tech) market is the place where transactions of buying and selling sci-tech products (copyrights, know-how, initiatives and related services) take place. However, the development of this type of market needs comprehensive solutions, especially promoting demand at its highest level (technological application and innovation activities), which plays a decisive role.

Enterprises’ technology development can be divided into four levels: synchronous procurement and operation of technological equipment; absorption and assimilation of imported technologies; adaptation and mastering of technologies and, at the highest level, technological innovation and development of emerging technologies.

The demand for sci-tech products in Vietnam has not reached its highest level. Most companies’ sci-tech activities focus on improving technological process and optimizing performance of existing equipment systems. Few have the ability to upgrade products, and master and develop technologies to create new products.

To implement Resolution of the 13th National Party Congress, the industry and trade sector has undertaken an in-depth restructuring of the sci-tech industry, necessitating sci-tech development simultaneously in two directions.

First, improve technology absorption capacity, gradually raising the technology level of processing and manufacturing enterprises, and develop a system of appropriate sci-tech service providers. In order to help enterprises enhance their technology absorption capacity, priority should be given to developing a system of application-oriented sci-tech organizations, with the state maintaining investment to ensure the technological competitiveness of these organizations vis-à-vis the manufacturing sector and support the procurement and decoding of technological inventions.

Second, develop the capacity to acquire, master and develop a number of core technologies associated with the development of foundation industries and of key industrial products; develop self-production capacity to participate actively and effectively in supply chains. To do this, the state needs to synchronize policies on industry development and policies on science and technology.

Policies on industrial development should be geared to investment attraction, especially to investors with advanced technology; encourage domestic technology transfer (from foreign investors) and form linkages to promote domestic supply chains.

In parallel with the development strategy of key industries and products, the state needs a drastic investment program for science and technology development to achieve industrial products of high competitiveness on an industrial scale.
