Bac Giang spurs industry promotion

Boosting supply-demand link
In order to implement the industry promotion plan in 2019, the Industry and Trade Promotion Center of Bac Giang Province allocated VND100 million to the Hung Vuong Cooperative to invest in a humus mill with capacity of five tonnes an hour to expand mushroom’s consumption and production.
According to the beneficiary’s post-investment evaluation report, the new equipment has been put into operation, helping the cooperative to not only stabilize production and solve employment problems, especially for local redundant laborers, but also to shorten production time and increase incomes.
The cooperative is one of many beneficiaries of Bac Giang’s industry promotion program in recent years. Three national industry promotion projects and 24 local industry promotion projects have been completed, helping many businesses and rural industrial establishments invest in equipment, innovate technology, develop brands and improve production efficiency, especially enterprises in the field of animal feed, rice noodles, wood, mechanics and agricultural production.
Through trade promotion activities, Bac Giang’s industry promotion has expanded the consumption of rural industrial products. In addition to traditional activities, such as participating in fairs and exhibitions, organizing forums and trade promotion conferences, coordinating with enterprises to organize stalls to introduce and sell products in Hanoi, the center has also organized a first-of-its-kind event to connect supply and demand directly with distribution systems. Specifically, the center has collaborated not only with Saigon Co.opmart to bring lychees to supermarkets and wholesale markets in the central and southern parts of the country, it also joined with the provincial labor confederation to organize a “stall for workers” program in the Dinh Tram Industrial Zone.
Effective advertisement, trade promotion and product introduction in recent years have yielded stable and high prices for the province’s commodities and products, especially agricultural products such as lychees, Yen The chicken, Luc Ngan grapefruit and oranges.
Increased support resources
However, the funding for Bac Giang’s industry promotion has been limited compared to demand. The provincial people’s committee recently decided to issue a new regulation on management and use of industry promotion funds, augmenting funding for some projects.
For example, for demonstration models to advertise new technologies and produce new products, industry promotion funds will support up to 30 percent of the cost but not exceeding VND1 billion per model. In terms of effective models, the support must not exceed VND100 million for a model. In terms of pilot model building to apply cleaner industrial production, the fund will support up to 30 percent of the cost but not exceeding VND500 million per model. Funding for the application of advanced equipment and machinery and scientific and technological advances in small-scale production is only supported up to 50 percent of the cost, not exceeding VND300 million per model. Support for technological lines will not exceed 1.5 times compared to the aforementioned level of support for application of equipment and machinery.
The new document stipulates the level of support for formation of an industrial enterprise association, up to 50 percent of the cost but not more than VND150 million per linkage cluster. It also provides medium and long-term loans at preferred interest rates for rural industrial establishments relocating to industrial parks.
The increased support levels, and new regulation on management and use of industry promotion funds will significantly improve the efficiency of the province’s industry promotion in 2020 and beyond.
The industry promotion center has not only developed plans to effectively use industry promotion funds but also has built trade promotion programs focusing on key products, traditional markets and greater promotion of industrial products, handicrafts and new markets. Furthermore, promotion activities for lychees in Japan have resulted in direct exports.
The center has promoted not only professional training of human resources to meet assigned tasks but also consultancy on industry, commerce and energy saving to create revenues according to a plan approved by the provincial people’s committee.
The Industry and Trade Promotion Center of Bac Giang Province has organized a survey on the planned allocation of industry promotion funds in 2020 for 37 projects. It is also considering a number of big projects for which to request support from national industry promotion funds. |
