Vinh Phuc increases capital for industry promotion

Vinh Phuc Province will organize vocational training for around 3,000 rural laborers during the 2016-2020 period

The Vinh Phuc Industry Promotion Center organized vocational training for more than 3,000 students and improved professional skills for 694 staff after five-year implementation of the provincial industry promotion program in the 2011-2015 period. Vocational training linked to real labor market demand was strictly implemented with the main occupations including lace embroidering, industrial sewing and rattan making.

The center also spent a significant amount on the building of technical performance models and the application of scientific and technological achievements into production including VND1.51 billion from the industry promotion budget and VND8 billion from businesses and facilities. In addition, the center strengthened support in terms of modern machinery and equipment for rural industrial facilities in order to help them reduce costs, while creating jobs for around 400 workers with monthly incomes ranging from VND4-5 million per person.

After five years implementing the provincial industry promotion program, the center provided solid foundation for the development of rural industrial sectors and created positive changes in accessing capital, expanding production and improving management skills. In addition, industry promotion activities were gradually improved with the participation of many parties in rural industrial sectors and services.

However the provincial industry promotion program remained limited because of not yet building key technical performance models that can create a breakthrough or bring greater economic efficiency. Moreover, promoting the introduction of new models and production technologies and disseminating industry promotion mechanisms and policies remained weak. Many beneficiaries did not know about state information and policies to encourage the development of rural industrial sectors. In particular, the industry promotion budget remained low and industry promotion staff remained limited in terms of professional skills.

To overcome these limitations and promote the effectiveness of the provincial industry promotion program, Vinh Phuc Province will invest more resources in the program during the 2016-2020 period with total estimated budget of VND51 billion. In addition, the province will strive to organize vocational training for around 3,000 workers in rural industrial facilities and enhance knowledge for 250-300 skilled laborers to be vocational training lecturers. The program will also strive to build performance models in terms of processing agro-forestry products and seafood, manufacturing consumer goods, transferring advanced technologies and duplicating clean production models.
