The difficult path of industry promotion

(VEN) - Localities are reporting that the inconsistency of the organizational apparatus as well as manpower shortage have negatively affected implementation and effectiveness of industry promotion projects.

Inconsistency

Nguyen Thanh, the director of the Thua Thien Hue Department of Industry and Trade, said that to ensure better development of industry promotion activities and achieve set targets, the organizational apparatus must be strong.

However, of the country’s 63 provinces and cities, some 40 established industry promotion and industrial development consultation centers in accordance with Joint Circular 22/2015/TTLT-BCT-BNV, while 14 other formed industry and trade promotion centers did not follow these instructions. This reflects inconsistency in the organizational apparatus and requires detailed evaluation of the joint circular in order to find an appropriate and uniform organizational model.

In addition to this inconsistency, budgets and manpower for industry promotion activities remain limited.

Thanh Hoa Department of Industry and Trade Deputy Director Le Trong Han said that the province is large and divided into three distinct regions, including mountains covering almost 7,000sq.km. The province faces manpower shortage because each district and town only has five to seven industry promotion staff.

Thanh Hoa Province is annually allocated VND5-7 billion for industry promotion activities from national and local industry promotion budgets. However, with a large area and complex terrain, this funding is not enough. The province is rich in forest resources, but the exploitation and processing of forest products are mainly in the form of preliminary processing. Therefore, they have not enough resources to invest in advanced machinery and equipment in order to create specific products.

The implementation of industry promotion projects in Thanh Hoa Province also faces many obstacles, which have directly affected their progress and effectiveness. For example, many rural industrial facilities have not developed into manufacturing projects due to lack of investment in machinery and advanced technology. Many rural industrial facilities can be supported but they have not developed into projects. Furthermore, according to the regulations, rural industrial facilities must have specific assessment in terms of superior characteristics of production technologies. However at the time of assessment, they have not invested in machinery and equipment. Therefore, the accuracy is not high.

Budgets and manpower for industry promotion activities remain limited

Localities need to be active

The inadequacies of the organizational apparatus are being overcome by the modification of documents and policies. However the implementation process is time consuming and localities need to be active in seeking additional remedies. For example, in Quang Tri Province, each district and town will have two more industry promotion staff working under contracts.
However, only a few localities are overcoming the inadequacies of the organizational apparatus and manpower shortage. The Quang Tri Department of Industry and Trade proposed that the Agency for Regional Industry Development organize meetings to assess and learn from experience in order to find an appropriate organizational model.

Binh Dinh Department of Industry and Trade’s representative said that the Agency for Regional Industry Development should build unified training programs and contents across the country.

Le Trong Han said that the Agency for Regional Industry Development needs to expand regulations in terms of approving national industry promotion projects for supporting the development of technical performance models and applying modern technologies in production.

The director of the Agency for Regional Industry Development, Ngo Quang Trung, said that in order to avoid staff increases, departments of trade and industry need to be active in proposing to their provincial people’s committees appropriate organizational models.

In addition, the Agency for Regional Industry Development will strengthen training courses for industry promotion staff.
