(VEN) - Despite economic difficulties, Bac Kan Province’s Pac Nam District has successfully increased local non-agricultural vocational training rates, contributing to the provincial labor restructuring process.

According to the Pac Nam District Project 1956 Steering Committee, the district established the committee as soon as it received Decision 37-NQ/TU. The committee has provided vocational training consultancy for the Pac Nam District People’s Committee and vocational training guidance for all communes in the district.
During the 2011-2015 period, Pac Nam implemented vocational training programs based on Program 30a, Program 135 and Decision 1956 CP. It had spent more than VND2 billion on 45 vocational training courses and trained 1,565 rural workers on how to farm mushrooms, breed livestock and repair agricultural machinery.
In 2015 alone, Pac Nam organized 11 vocational training courses for 400 local rural workers, including nine Project 1956-funded and two locally-funded courses. Thanks to vocational training improvements, Pac Nam successfully increased local non-agricultural vocational training rates while reducing the local poverty rate and contributing to the implementation of the National Target Program on New Rural Development.
However, some obstacles to vocational training were revealed during the implementation of Pac Nam’s vocational training plans. For example, several local vocational training projects failed to suit their level of investment, some were more theoretical and less practical and several others failed to meet local vocational training demands.
The Bac Kan Provincial Working Group and the Pac Nam District Project 1956 Steering Committee have coordinated a local vocational training inspection to pinpoint related difficulties and based on which devise appropriate solutions for the next phase.
The Bac Kan Provincial Working Group suggested that the Pac Nam District Project 1956 Steering Committee adjust its local vocational training strategy to suit the Pac Nam District Party Committee’s socioeconomic development orientation.
