(VEN) - Northern provinces and cities are accelerating ongoing industry promotion projects to reach their 2017 targets.
In the first nine months of this year, the industry promotion sector of northern provinces and cities financed training courses for 3,275 workers and 25 technical demonstration models while assisting 750 rural industrial enterprises in technology transfer and application of advanced production machinery and equipment. At the same time, the sector also assisted 151 domestic establishments in participating in domestic trade fairs and exhibitions, and provided industrial development consultancy for 200 projects that earned total revenues of about VND4.7 billion.
According to the Agency for Regional Industry and Trade (ARIT), since early this year, the northern industry promotion sector has been pursuing its targets by implementing projects suitable to beneficiaries’ needs and conditions. Project development, verification, implementation and finalization have improved. Industry projects have encouraged rural industrial enterprises to develop production and improve product quality and value.
However, in some localities, the registration and implementation of industry promotion projects remains impractical. Some other localities need to develop policies in compliance with Government Decree 45/2012/ND-CP on industry promotion.
A representative of Nghe An Province industry promotion sector said documents providing guidelines for implementing some provisions of the decree need to be issued or supplemented, since the province is currently unable to accomplish a number of industry promotion projects and programs.
A representative of the Nghe An Province Department of Industry and Trade proposed that the ARIT revise and supplement industry promotion regulations and increase assistance for beneficiaries.
A Tuyen Quang Province Department of Industry and Trade representative said Tuyen Quang has only six districts and one city, and most production facilities in the province are small in scale and have outdated equipment. The province would like more of its industrial producers to have access to promotion program assistance, he added.
An ARIT representative said that the agency would work with relevant authorities to develop and issue documents providing guidelines for implementing Government Decree 45/2012/ND-CP. The state currently has many policies and programs for industry and trade development, and localities should take the initiative in attracting capital from those programs to implement their industry promotion projects.
Provinces and cities should quickly realize solutions to reach the 2017 plan, while departments of industry and trade, and industry promotion centers of provinces and cities will be strengthening guidance, inspection and supervision to solve problems arising from implementation of industry promotion projects.
