(VEN) - The two key tasks for the coming time are the settlement of capital construction arrears and the 2016-2020 New Rural Development National Target Program preparation for prime ministerial approval.

Capital construction arrears under the program to be settled
According to the New Rural Development National Target Program Central Steering Committee, 1,965 communes have achieved new rural development criteria, accounting for 22 percent of the country’s total communes, a 5 percent increase over 2015, in addition to 23 districts achieving new rural development criteria, an increase of eight compared with 2015.
However, capital construction arrears are common in many localities implementing the program. Some 52 centrally-run provinces and cities have recorded about VND15.21 trillion in capital construction arrears.
Although nearly 2,000 communes across the country achieved new rural development criteria, they almost failed to maintain environmental criteria in a sustainable manner.
Waste treatment and clean water supply are some of the most difficult criteria to achieve due to insufficient funding and basic technologies. So, it is necessary to call for private investors to participate. In addition, the government should consider issuing a capital construction arrears settlement decision, said Deputy Minister of the Ministry of Agriculture and Rural Development Tran Thanh Nam at a recent conference to review the New Rural Development National Target Program implementation this year.
Preparing for the 2016-2020 period
Deputy Prime Minister Vuong Dinh Hue appreciated socioeconomic achievements over the past five years of implementing the program, especially improving rural living standards. He also urged related ministries and agencies to outline practical tasks for the new period, and review the New Rural Development National Criteria for implementation at commune and district levels.
The Ministry of Agriculture and Rural Development will prepare the criteria on the consideration of local living standards, livelihood and income per capita.
Local people are the subject of the program who will conduct the program under the assistance from state administrative agencies.
“Tuyen Quang Province gave an example when constructing 2,700km of road over the past five years of implementation of the program through successfully calling on local people to participate in planning, design, supervision and investment activities,” he said.
The country will struggle to have 30-35 districts and about 25 percent of communes achieving new rural development criteria.
