Speaking at the workshop to review the five-year implementation of the New Rural Development National Target Program, Minister of Agriculture and Rural Development Cao Duc Phat said, “The program has vastly improved rural communities in terms of approach, from a passive waiting for state support to proactively taking a hand in the implementation of new rural development tasks through raising a nationwide movement. Many rural areas have now seen positive changes.”
Ban Sen Commune in Muong Khuong District, Lao Cai Province, which previously met just three of 19 new rural development criteria and had only one covered road, has met all the criteria since October 2015. The locals have contributed VND2.9 billion and 150,000 working days to concrete 15 local roads, established VND100-500 million high-quality rice, tea and pineapple farming areas and used clean water.
Ha Tinh which used to be a poor province with 20 communes failing to meet any new rural development criteria and 230 communes meeting less than five criteria, a 23.8 percent poverty rate and an average income per capita of VND12.7 million has so far recorded an annual economic growth rate of 8.3 percent, a 5.8 percent poverty rate and an average income per capita of VND38.9 million per year.
According to National Assembly Chairman Nguyen Sinh Hung, the positive results achieved from the five-year implementation of the New Rural Development National Target Program prove that the party and government have made the right choice when launching the program which has received great support from all classes in the country, contributed to improving rural living standards and consolidated people’s trust in the party and government.
Until 2020, the program targets to have 50 percent of communes across the country achieving all new rural development criteria, centrally-run provinces and cities having at least one district achieving all criteria and no commune achieving less than five criteria.
To hit the target, Prime Minister Nguyen Tan Dung has asked the New Rural Development National Target Program Steering Committee to focus on the amendment and perfection of related policies and mechanisms; and ministries, agencies and localities to rapidly implement modern agricultural production cooperation models and incentives to attract more investors in agricultural and rural development.
These requirements are considered as effective measures to ensure the success of the program in the future.
