New rural area construction in Hai Phong:Prioritizing craft village development associated with tourism

Focus on mechanization

According to report of Hai Phong City, until March 2013, the whole city had fulfilled on average 10.83 out of 19 criteria for new rural area construction, up 5.07 criteria compared with June 2011. Specifically, 4 communes fulfilled 19 criteria (2.88 percent), 7 communes fulfilled 15-18 criteria (5.04 percent), 85 communes fulfilled 10-14 criteria (61.15 percent), 42 communes fulfilled 5-9 criteria (30.22 percent) and only An Hoa Commune, Vinh Bao District completed less than 5 criteria (0.72 percent).

The average income per capita of Hai Phong’s rural areas in 2011, 2012 and 2013 was VND19.423 million, VND21.827 million and VND24.366 million respectively. The poor household rate also dropped from 7.53 percent in 2011 to 5.67 percent in 2013.

One of the measures taken by Hai Phong was investment in agriculture mechanization and plot exchanges. In 2012, Hai Phong piloted three “large-scale rice field models” to grow rice on an area of 30ha per model, giving higher productivity from 8-15.22 percent compared with mass rice production; production costs reduced from 2.5-5 percent; total revenue was higher from 21.29-26.68 percent and net profit increased from VND8.8-11 million per ha. Especially, last year Hai Phong City supported to build 15 large-scale rice and vegetable field models on an area of 410ha with total funding of VND8.303 billion.

The city aided 50 percent of the costs to buy agriculture mechanical equipment from Japan to implement six models on comprehensive mechanization in rice production on an area of 790ha. All the inter-district roads have been upgraded to meet V grade of delta regions. Strong investment in power and market systems has also been promoted and witnessed big changes.

Realistic mechanisms and policies bring high efficiency

Over the past three years, Hai Phong has implemented 6 projects and programs, 41 models on promoting agriculture and aquatic production, organized 253 vocational training classes, guaranteed regular jobs for 15,300 laborers, contributing to reducing the poor household rate from 7.53 percent in 2011 to 6.39 percent in 2012 and 5.67 percent in 2013.

Vice Chairman of Hai Phong City’s people's committee Do Trung Thoai said in 2014, Hai Phong strives to fulfill 11-12 criteria in each commune and 10-15 communes complete the new rural area construction program. By the end of 2015, 41 communes (30 percent of the total communes) will complete the program.

Yet, with limited source of capital from the local budget, the total investment capital in the three year period only reached VND1.592 trillion, of which the state budget was VND663.882 billion and the local budget was VND820.667 billion. Therefore, Hai Phong is asking relevant ministries and sectors for financial aids to upgrade its rural grid system and sea dykes to prevent floods, organize vocational training programs and build two whole sale markets for agriculture products in An Lao and Kien Thuy districts to complete its new rural area construction program.

To fulfill criteria for 41 communes by 2015, Hai Phong needs to find output markets for its agriculture products. During the new rural area construction process, the city also needs to pay attention to cultural and environment issues, especially giving priorities to building distinctive craft villages associated with tourism services./.
