(VEN) - The Government Steering Committee for Administrative Reform announced the 2018 Public Administration Reform (PAR) index and the 2018 Satisfaction Index of Public Administration Services (SIPAS).
As many as 14 ministries and agencies met over 80 percent of criteria in the PAR index, while the Ministry of Construction, the Ministry of Information and Communications, the Ministry of Health, and the Ministry of Transport were rated at between 70-80 percent.
The Ministry of Industry and Trade ranked fifth among the 18 ministries and agencies in the 2018 PAR index, scoring 84.38 percent. Regarding each specific criterion, the Ministry of Industry and Trade ranked ninth in PAR direction; 11th in building institutions and organizing the implementation within the scope of its state management; eighth in the state administrative apparatus reform; 14th in improving the quality of civil servants and officials; seventh in public finance reform; and ninth in administrative modernization.
The northeastern province of Quang Ninh topped the PAR index for the second year in a row in 2018 at 89.06 percent, outstripping the runner-up, Hanoi (83.98 percent). The Mekong Delta province of Dong Thap made significant improvements in the 2018 PAR index, achieving 83.71 out of 100 points. The central city of Da Nang and the northern province of Hai Phong placed fourth and fifth, respectively.
According to the 2018 SIPAS, citizen satisfaction with the delivery of public administration services averaged 82.99 percent. The lowest score was 69.98 percent, while the highest was 97.88 percent. Half the localities nationwide recorded an index ranging between 81.92 percent and 97.88 percent, while the remaining scored between 69.98 percent and 81.92 percent.
Deputy Minister of Industry and Trade Tran Quoc Khanh said the Ministry of Industry and Trade now provides 158 of its 292 online public services at level 3 and level 4.
The Government Steering Committee for Administrative Reform has proposed to connect the PAR index data with the
government database system.
