(VEN) - Vietnam Social Security (VSS) is taking a series of measures to apply information technology in social security management to simplify social security and health insurance procedures and achieve the goal of 90 percent of transactions carried out electronically this year.
Vietnam Social Security is boosting the application of information technology and administrative reform
After Prime Minister Nguyen Tan Dung made decision on trial electronic social security transactions, VSS has carried out online pilots in 10 cities and provinces in an effort to increase efficiency and reduce errors in terms of social security and health insurance management.
In addition, VSS has worked with the World Bank on capacity building training for staff, implementation of information technology, field trips to localities, application of online social security and health insurance declaration software and pilot use of social security and health insurance ID numbers in six localities. VSS is currently piloting two major information technology projects and online registration in Ho Chi Minh City and several other localities. It also plans to apply a core operation software system in Nghe An, Ha Tinh and Ho Chi Minh City.
However, VSS is facing difficulties in applying information technology in transactions which requires specific software, a unified database and instructions. For this reason, the social security sector needs to make great efforts to realize the government’s goal to reduce social security procedure time from 335 hours to 49.5 hours per year and have 90 percent of businesses making electronic transactions this year. The government and related ministries and sectors also need to support the social security sector including sufficient budgets.
VSS will focus on providing ID numbers for inpiduals and organizations and working with tax offices in order to receive information about taxpayers necessary for issuing identification numbers and electronic transactions. VSS will also implement major tasks such as submitting a draft decision to the prime minister, regarding experimental online transactions in terms of social security, health and unemployment insurance; examining technical operations and forms to simplify procedures; working with tax offices to get information about corporate taxpayers; directing local social security offices to apply information technology in internal management and transactions with inpiduals and organizations; and working with social security e-transaction service companies to facilitate electronic declaration and procedures.
