(VEN) - The Lao Cai Province Department of Taxation has recently publicized new regulations regarding its tax administrative procedures. Once these tax policies come into effect, they are expected to boost production and business activities, encouraging greater exports and investment.
Promoting the one-door policy
To implement tax reforms, the Lao Cai Province Department of Taxation has rearranged the operation, functions and tasks of its tax pisions towards specialization. It has set up single-window procedures, which means that tax payers will only have to go to one place to carry out all their tax administration processes. It has also established the “inter-agency one-stop” mechanism, providing business registration certificates, tax registration, and land use documents.
The Lao Cai Province Department of Taxation has applied IT solutions (in the form of SMS and email) to help tax payers update new or amended tax policies. This channel of promotion has been warmly-received by tax payers and has been encouraged by the General Department of Taxation.
Since 2011, the provincial Department of Taxation has applied the TCVN ISO 9001:2008 quality management system to improve professionalism within this field and provide the best services to the taxpayers.
High appreciations from enterprises
Last year, many new, amended, and supplemented tax policies came into effect, including Government Decree 19/ND-CP on improving the business environment and national competitiveness; Government Decree 63/ND-CP on removing difficulties, problems, and boosting development of enterprises; and Circular 119/2014/TT-BTC from the Ministry of Finance amending and implementing some points to shorten tax declaration time for taxpayers.
To help taxpayers receive the most favorable conditions to implement these new polices, the provincial Department of Taxation has stepped up its marketing programs through mass media, sending SMS and emails to enterprises, and holding training sessions and talks with enterprises. These practical moves have been highly appreciated by the enterprise community and taxpayers in general.
According to representatives from the Vietnam Apatite Limited Company and the Viet-Trung Minerals and Metallurgy Co. Ltd, tax reform in Lao Cai’s taxation sector has been highly appreciated. The series of modern, public, and transparent measures adopted by the department have helped minimize costs and time spent on tax administration, thus allowing businesses to be much more efficient in their operations.
To better serve and facilitate taxpayers, in the time to come, Lao Cai’s taxation sector will continue to implement its tax reform strategy over the 2011-2020 period towards the further simplification of administrative procedures, increased supervision of the observances of the tax payers, and serious sanctions for violations of tax laws. It will also continue to complete the “one-stop” system in tax branches, and will carry out online tax declarations.
