On November 2, 2015, in Vienna (Austria), the Vice Minister of Science and Technology of Vietnam Pham Cong Tac and Deputy Executive Director, cum the Chairman of the IAEA Technical Cooperation Department of International Atomic Energy Agency (IAEA) Dazhu Yang signed a Framework National Action Program on Nuclear Energy in 2016 - 2021 period.

Concluding the Framework National Action Program on Nuclear Energy with IAEA is a basis for giving the plans of bilateral medium-term technical cooperation. The Framework Program also identifies priority fields to receive nuclear technology transfer and technical cooperation resources for supporting the development objectives of Vietnam.
Six priority fields in the Framework National Action Program on Nuclear Energy of Vietnam in 2016 – 2021 period are: infrastructures for nuclear power plants; public health, food and agriculture; radiation safety; radioactive waste management; application of radiation technology and radioisotopes in industry; environment, water resources management and environmental protection./.
