(VEN) - Hanoi has scheduled to spend more than VND163 billion on its industry promotion plan for the 2016-2020 period, which is viewed as a huge investment in the local rural industrial development.

More than VND77 billion has been disbursed

The Hanoi Department of Industry and Trade has disbursed VND77.63 billion for the local industry promotion program during the2011-2015 period, accounting for 94.5 percent of its plan. From this funding, the Hanoi Industry Promotion Center has organized vocational training for 17,800 rural workers, 2 technical demonstration models, 38 new technology and equipment application projects and 5 craft exports fairs and supported 187 businesses and industrial facilities to participate in domestic and foreign fairs and expos.

Hanoi has carried out the local industry promotion program by supporting more than 5,000 industrial facilities, more than 1,000 new industrial products and helping nearly 50,000 rural people find a job, contributing to the city’s annual 10 percent rural industrial development growth.

Along with significant rural industrial growth in the 2011-2015 period, the city is facing serious environmental pollution in craft villages and several issues with the implementation of industry promotion projects.

Most rural industrial facilities in Hanoi are small-scaled and limited in financial terms, and therefore, cannot afford to produce high-competitive products. Moreover, financial support under the industry promotion program is often less than other programs, while administrative procedures remain complicated and time-consuming.

More financial support is needed

The Hanoi People’s Committee has approved the local industry promotion program for the 2016-2020 period, with the funding 1.9 times higher than in the previous period, focusing on tackling difficulties for industry promotion projects and facilitating the development of local rural industries, boosting local socioeconomic restructuring towards industries, agriculture and services and ensuring social welfare for rural areas, further supporting businesses and industrial facilities to produce high-competitive products and encouraging clean production.

The Hanoi Industry Promotion Center has planned to financially support 7,000 businesses and industrial facilities, employ 60,000-75,000 rural people, achieve annual 12-15 percent increases in export value of craft products, strive for more than US$400 million as craft export value by 2020 and implement Decision 45/2012/ND-TTg on industry promotion with a focus on corporate support, employment and environmental protection.

To achieve these objectives, the city has devised and applied a range of measures including regularly inspecting and perfecting industry promotion incentives, adjusting industry promotion plans in accordance with local needs, carefully selecting businesses and industrial facilities for support and strengthening inspection of industry promotion funding to ensure that it is used correctly.

With huge industry promotion funding of VND163.4 billion for the 2016-2020 period, the city expects to make a drastic change in its rural industrial development.    

The Hanoi People’s Committee has assigned the Hanoi Department of Industry and Trade to implement the city’s local industry promotion program for the 2016-2020 period. Meanwhile, the committee will approve local industry promotion plans for every year in the period based on the department’s inspection and petitions to adjust related plans towards meeting local needs and achieving the best efficiency.
