Criteria for monitoring and evaluating agricultural restructuring issued

Prime Minsiter Nguyen Xuan Phuc has issued a set of 15 criteria for monitoring and evaluating agricultural restructuring by 2020.

The first eight criterion include the growth rate of added value for the agro-forestry-fishery industry (3% and over per year); the growth rate of income per hectare of arable land (3% and over per year); the growth rate of income from livestock production (5% and over per year); the growth rate of income from fishery production (5% and over per year); the growth rate of income per hectare of productive forest land (5% and over per year); the growth rate of income per hectare of salt flats (3.5% and over per year); the growth rate of income from agro-forestry-fishery processing (5% and over per year); and the growth rate of labour productivity in the agro-forestry-fishery industry (3.5% and over per year).

In addition, the evaluation of agricultural restructuring also depends on the value rate of agro-forestry-fishery products produced under cooperation and linking form (15% and over); the value rate of agro-forestry-fishery products under Good Manufacturing Practices (GAP) or equivalent (10% and over); proportion of agricultural irrigated area (> 20%); proportion of sustainably managed certified forests (25% and over); the proportion of trained farmers (35% and over); the proportion of trained female farmers (35% and over); and the proportion of livestock production facilities using biogas and effective and clean technologies for waste treatment (60% and over).

The PM asked the Ministry of Agriculture and Rural Development (MoARD) to coordinate with ministries and relevant agencies as well as direct People’s Committees in centrally-run provinces and cities to implement the evaluation based on set criteria.

In addition, the MoARD will be responsible for monitoring, evaluating and summarising the implementation of agricultural restructuring from the central to local levels according to the set of criteria in order to report to the PM.

The Ministry was asked to promptly report the contents which need to be amended and supplemented during the process of implementation to the PM.
