(VEN) - The agricultural sector is regaining its growth momentum through a focus on overcoming the difficulties facing agricultural production and exports.

Cultivation falls, breeding increases

According to the General Statistics Office, gross domestic product (GDP) growth in agriculture, forestry and fisheries in the first half of this year reached 2.36 percent, a drop of 0.54 percent compared to a year ago. Cultivation recorded the lowest growth of 1.08 percent, while forestry and livestock breeding achieved higher growth compared to the same period last year.

The Ministry of Agriculture and Rural Development’s Directorate of Water Resources Deputy General Director Nguyen Van Tinh said that the cultivation sector has been seriously affected by extreme weather conditions such as warm weather in the winter in the north and drought in the central region and the Central Highlands. According to estimates, the country’s rice growing area reached 3.11 million ha, a drop of 4,300 ha compared to 2014.

In contrast to the difficulties experienced by the cultivation sector, the livestock sector has seen positive signs. The Ministry of Agriculture and Rural Development’s Department of Livestock Production Director Hoang Thanh Van said that animal diseases have been controlled, while animal feed prices and output prices have remained stable. Agricultural restructuring has shown obvious changes, especially the strengthening of breed management and the participation of many big and prestigious businesses in the livestock sector. Some businesses have committed to invest US$1 billion in its sector by 2020. According to Hoang Thanh Van, big businesses are focusing on cattle breeding.

Overcoming difficulties and creating growth engine

Agricultural production has faced difficulties such as slow implementation of its restructuring, difficulty in finding consumer markets for some agricultural products, food safety and hygiene, administrative procedure reform and unclear planning and planning management.

National Institute of Animal Sciences Director Nguyen Thanh Son said that the state should eliminate unreasonable administrative procedures, open up opportunities for companies and farms to do better business and expand the regional market for agricultural exports. In addition, mechanisms to strongly attract the participation of businesses in the agricultural sector are needed.

The agricultural sector has launched nine groups of measures to regain growth momentum such as supporting production of high-quality rice varieties, creating favorable conditions for businesses in the agricultural sector to participate in the value chain, reviewing and simplifying administrative procedures, overcoming difficulties and promoting agricultural exports.
