(VEN) - The Ministry of Science and Technology’s action program outlines key tasks and solutions to implement government resolutions on management and financial mechanisms for scientific and technological tasks. The program is designed to create favorable conditions for scientists in research and development and encourage the participation of business in these fields.

The program emphasizes strong development of science and technology serving economic restructuring associated with renewing the growth model and improving productivity, quality, efficiency, autonomy and competitiveness to create a foundation for the development of a digital economy and society.
The Ministry of Science and Technology will focus on research and development of new technologies, especially key technologies of the fourth industrial revolution, and on attracting Vietnamese scientists abroad and foreign experts.
The ministry will also strengthen scientific research, technological development and innovation to serve sustainable industrial development and create practical impact on the country’s socioeconomic development, while boosting the implementation of national programs on developing intellectual property, national products and high technology and encouraging businesses to invest in research and development.
The ministry will promote the application of information technology in management and implementation of scientific and technological tasks, strengthen financial discipline, increase publicity and transparency in the use of state science, technology and innovation budgets. In particular, the ministry will devise specific mechanisms and policies to promote the strong development of science and technology in order to create breakthroughs in improving productivity, quality, efficiency and competitiveness.
Minister of Science and Technology Huynh Thanh Dat said obstacles in mechanisms and policies, especially in the use of state budgets, have hindered the strong development of science and technology and prevented the sector from achieving the desired results.
In addition to obstacles in mechanisms and policies, transfer and commercialization of research results also face difficulties, Dat said, adding that changes in thinking and management methods are crucial to promoting the application of new technologies and business models.
Given limited resources, one of the most effective solutions is to increase transparency and objectivity in the management of scientific and technological topics and tasks at all levels. Therefore, the Ministry of Science and Technology is reviewing and amending regulations on the management and evaluation of scientific and technological tasks with an orientation to publicity, transparency and objectivity, together with simplifying administrative procedures.
