(VEN) - On November 9, 2016, the Tan Son Nhat Petrol Commercial Joint Stock Company (Tapetco) put an underground fuel hydrant system into operation at the Tan Son Nhat International Airport, affirming its position as a leading aviation fueling service provider in Vietnam. The company has contributed significantly to ensuring safety and reducing the overload situation for the airport, especially during the peak period of the 2019 Lunar New Year.

Stringent quality control procedures

Tapetco’s underground fuel hydrant system was designed by Skytanking NV (Belgium) complying with the latest international standards. The system has been assessed and certified by the International Air Transport Association (IATA)’s Fuel Quality Pool (IFQP) and the Civil Aviation Administration of Vietnam confirming that the system has met the latest international standards of the aviation sector.

Tapetco has ensured that aviation fuel quality is strictly complying with JIG’s Aviation Fuel Quality Requirements for Jointly Operated Systems (AFQRJOS) checklist. Tapetco’s quality control system complies rigorously with the latest version of Joint Inspection Group (JIG), IATA’s Fuel Quality Pool (IFQP), Energy Institute (EI), American Petroleum Institute (API) and American Society for Testing and Materials (ASTM). The quality of fuel is prudently controlled at all stages, from the refinery to the aircrafts’ fuel tank.

To ensure effective control of fuel quality, Tapetco has built and put into operation a testing laboratory meeting the ISO/IEC 17025:2005 and certified by the Bureau of Accreditation (BoA). Tapetco’s testing laboratory is one of the most modern aviation fuel testing laboratories in Vietnam. It is also a member of the ASTM’s proficiency testing program.

In parallel with investment and application of the modern technology, Tapetco has always recognized human resources as a major factor contributing to its development. The company has sent its staff members to attend training courses in Vietnam and abroad to enable their access to the newest technologies and constantly updated information about the global aviation sector. Tapetco is an active member of international forums on aviation fuel quality management.

Underground fuel hydrant system (FHS): Safety and effectiveness

Currently, most modern airports with high flight frequency are using underground fuel hydrant systems. A major advantage of such systems is safety - the vital requirement for airport’s operation. Underground fueling helps minimize the time required for the aircraft to park at aprons and reduce the use of tankers for fueling purposes.

At the Tan Son Nhat International Airport, Tapetco provides into-plane service through the FHS to supply over 40 million liters of aviation fuel for more than 50 airlines per month, serving an average of about 700 flights to/from this airport each day. Annually, the system has eliminated 30,000 rides of tankers arrivals at/exits from aprons and reduced aircrafts’ parking time by 8,000 hours, contributing significantly to reducing the overload situation and increasing the operation capacity of the airport.

“While the old fueling method requires three tankers with a capacity of about 38,000 liters each to supply 117,000 liters of fuel for a Boeing B777 within 90 minutes, the new method helps reduce the fueling time for the same aircraft to 45-50 minutes,” Tapetco General Director Nguyen Duc Thiem said.

According to Thiem, Tapetco has successfully constructed a safety management system that enables the company to tightly control its operations and prevent situations that can threaten safety and security at the Tan Son Nhat International Airport. The company is proud to have contributed to promoting the positive image of the airport and the entire Vietnamese aviation sector. The presence of Tapetco on the website of IATA shows the integrity that most airlines trust and choose to refuel their aircrafts with Tapetco when they operate at the Tan Son Nhat International Airport.

In August 2018, Tapetco was granted ISO 9001:2015 and ISO 14001:2015 certifications. The successful implementation of these international standards has facilitated its continuous improvement and increased the satisfaction level of customers and related parties. This has created customers’ trust on Tapetco’s ability to provide services meeting the requirements and improve the firm’s environmental performance results.

Sharing Tapetco’s development plan, Thiem said, “In 2018, Tapetco was honored by the Vietnam Chamber of Commerce and Industry as one of the top 100 companies that have achieved sustainable development. The firm is developing a plan to invest in an aviation fuel storage system meeting the highest international standards. At an international aviation fuel forum held by IATA in Singapore last November, this plan attracted great attention from JIG and expert consultants.”

In 2018, Tapetco provided safe into-plane services for 26,422 flights to/from the Tan Son Nhat International Airport,

refueled over 500 million liters of aviation fuel for 50 airlines. The modern facilities meeting the highest standards

have allowed Tapetco to synchronously utilize the application of international standards in design, construction and

operation. The highly qualified workforce, leading technology and the most advanced operating procedures will further

Tapetco’s contribution to develop the Vietnamese aviation market towards the goal of joining the top four in ASEAN by

2030.
