(VEN) - Despite late delivery of the national industrial promotion funding, the Agency for Regional Industry Development (ARID) under the Ministry of Industry and Trade (MOIT) has completed allocation of the funding of phase one to many localities nationwide.
The IPC1 has trained industrial sewing for over 1,200 rural workers
The ARID reported that in 2013 it will be allocated with a total national industrial promotion funding of VND88.2 billion, of this the funding phase one is VND48.379 billion, accounting for 83.26 percent of the allocated funding.
So far, the Industry Promotion and Consultancy Center No.1 (IPC1) and the ARID have been implementing 10 industry promotion projects with a total funding of VND5.930 billion regarding three groups: Vocational training, building performance models and organizing conferences and seminars.
Regarding vocational training group, the IPC1 has organized industrial sewing courses for 1,230 rural workers in provinces of Thanh Hoa and Nam Dinh. In the coming time, the center plans to train 300 workers in Hung Yen Province. The total funding for vocational training is VND3 billion.
As for building performance models, the IPC1 has carried out three out of seven projects on building performance models with a total funding of VND750 million, including casting of mechanical products, manufacturing of steel composition for mining and traffic construction works and black tea processing. The remaining projects are being built and completed.
At present, the IPC1 is preparing for a conference on patterns of handicraft products and a seminar on business administration for 1,300 technical and management officials of rural industrial units from Ha Nam, Thai Nguyen, Nam Dinh, Lao Cai, Thanh Hoa, Tuyen Quang and Bac Giang provinces with a total funding worth VND1.180 billion
The center has also worked out plans for 15 national industry promotion projects phase two with a total estimated funding of VND4.650 billion.
According to the leader of ARID, despite difficulties, especially the lack of personnel, the agency has basically completed its assigned tasks in the first half of this year. Along with efforts to accelerate the national industry promotion progress, during the period, ARID has well performed its role as a state administration body in observing the planning, establishments and operations of industrial clusters in many localities across the country, including Hai Duong, Hai Phong, Quang Ninh, Lao Cai, Yen Bai and Phu Tho.
Regarding tasks in the second half of this year, the leader of ARID also said the agency will carry out a number of plans. As regarding industry promotion, it will check, monitor the national industry promotion projects, coordinate with local industry and trade departments to organize conferences on industry and trade and on regional industry promotion. Other plans of the agency would include training industry promotion jobs for official at some local industry promotion centers, instructing localities to draw up industry promotion funding plan for 2014 and building budget estimate for the national industry promotion funding in 2014.
ARID will also guide measures to deal with industrial clusters established before the release of Industry Cluster Management Regulations at the Joint Circular 31/2012/TTLT-BTC-BKHDT; implement and complete national industry promotion projects on planning and supporting investment in infrastructure of industrial clusters in 2013. In addition, the agency will act as a bridge of the MOIT in term of management and implementation of training and improving human resources for small and medium-sized enterprises./.
