One of the most noteworthy diplomatic activities in 2015 was the organization of the 132nd Inter-Parliamentary Union Assembly (IPU-132) that approved the Hanoi Declaration with a series of important contents. The declaration reaffirms its vision for people-centered sustainable development based on the implementation of all human rights in order to eradicate poverty in all forms and eliminate inequalities, then empowering all inpiduals to promote their full potential. This requires conditions of peace and security in full observance of the Charter of the United Nations and international law. In addition, the declaration states that a people-centered approach requires environmental justice that the planet and all its ecosystems must be treated as common assets for the whole humanity. Human well-being must be an engine for all sustainable development policies and its advancements must be assessed by not only gross domestic product but also other measures. The Hanoi Declaration also shows the IPU’s aspirations and commitments in developing and implementing sustainable development goals.

They also agreed to enhance agricultural exports and imports, especially for the soon signing of a government-level memorandum of understanding on rice trade and signed a memorandum of understanding on labor recruitment, creating favorable conditions for 60,000 Vietnamese laborers to enjoy legal protection in Malaysia.

The prime minister headed the Vietnamese delegation to attend the 27th ASEAN Summit. ASEAN leaders announced the Kuala Lumpur Declaration to celebrate the establishment of the ASEAN Community on December 31 and to chart the ASEAN Community Vision 2025.

The establishment of the ASEAN Community was an important event, realizing ASEAN into an inter-governmental organization on a basis of the ASEAN Charter. Prime Minister Nguyen Tan Dung said, “As a member country since 1995, Vietnam has actively participated in the building of ASEAN, contributing to realizing the establishment of the ASEAN Community. The joining in ASEAN was seen as a strategic decision, marking Vietnam’s first important milestone in deploying multilateral diplomacy and implementing international integration. Together with active, positive and responsible motto, Vietnam has seriously completed commitments and obligations and has made significant contributions to the development of ASEAN.
