The second session of the 14th National Assembly Standing Committee (NASC) opened on August 15 in Hanoi, presided by NA Chairwoman Nguyen Thi Kim Ngan.

In her opening remarks, NA Chairwoman Nguyen Thi Kim Ngan noted that during the three-day session, deputies will assess initial results of the first meeting and give comments on the preparatory work for the second meeting of the 14th NA.
They will also discuss two draft laws on the guard force and communal police in preparation for submission to the NA at its second meeting.
At the session, the delegates said that the ordinance on the guard force that was issued in 2005 created an important legal foundation for the force to successfully fulfill assigned tasks, contributing to the cause of protecting the Party and State and national security, as well as maintaining social order and safety.
The participants added that making the law on the guard force to concretise relevant articles in the 2013 Constitution was very necessary, creating favourable conditions for the force’s activities, as well as ensuring the implementation of human rights and citizens’ rights.
The draft law comprises five chapters with 29 articles on working principles of the guard force.
Concluding the discussion, NA Vice Chairman Do Ba Ty emphasised that all deputies agreed to upgrade the ordinance on the guard force to a law, as well as clarify numerous issues related to the unification of the law in the legal system, commendation and reward and discipline, the use of weapons, specific policies and objects of the guard force.
The NA Vice Chairman also asked the drafting board to continue to coordinate with relevant agencies to summarise the deputies’ ideas in preparation for the second discussion on this draft law.
The NASC will also comment on the government’s report on adjustments to the foreign capital plan in 2016, and the use of funds and government bonds of Ta Trach project for the 2012-2015 period./.
